Default Clutch plates

The big debate at work is wet or dry clutch. Do you soak the clutch plate in oil before you install them or not? And how do you tell the difference between the two types of clutches in a 1979 FLH? Thanks for any feedback. The manual is not very clear !!

AFAIK shovel clutches are always dry
I never soak the plates in oil, but recently read the service manual of my 83 FXR and it says to use no-oli silicone lubricant on them to keep the moisture away before installing
