I want to keep it as low as possible as I wasn't planning on it. I don't plan on changing anything else until I have to do motor work. It's got 14k miles on it so hopefully not for a while.

I have a '13 FLHTC.
I decatted my stock head pipe.
V&H slip-ons.
SE Heavy Breather A/C.
Probably not the best solution cost wise, but I ended up with a PC-V . $299. I feel it's the best tune for that kind of money.
You'll find cheaper but not better.
I can't tell you how pleased I am with the way my bike runs now.
Crisp, clean throttle. No stumbing, no popping.
If you don't plan on doing anything more than a stage1 for a while, I highly recommend this option.
