Default No washers?!

While going over the bike today, I noticed that the rear sprocket has no washers on it. Whoever put it together last obviously forgot them. Now Ive gone and purchased the chrome kit with new bolts and washers. Here is my question(s),

1. Will this pose a problem if I ride it anymore before i change the bolts out?

2. Can I change them out without taking the wheel off?

Thanks Again.

Yes you can replace them one at a time and torque them properly..

Those sprocket bolts look like they've been off before. Don't think it was a factory thing at all. Yes they can be replaced individually
