Bars changed out - brake bleeding question

Default Bars changed out - brake bleeding question

Ok so changing the bars was all work lol. Everything has been put back together. The last step was bleeding the new brake line. Now I don't have a vacuum bottle. But do I really need one?

Secondly as I was trying to bleed the line I got frustrated with it and removed the 1st banjo on the master cylinder. Squeezing the lever nothing is coming out at all. I have a 06 heritage. My buddy claims I am suppose to have the bike running to bleed the line.

I am lost on this one and could def use a little input here. Should fluid be coming out if I squeeze in the lever?

One other thing. I have a flush mount gas gauge. Since I drained the tank it is no longer working at all. The speedo'a gas light is also on but the tank is far from empty. Any ideas on that. Everything is wired properly I am certain of that
