Fuel Tank decal or paint?

Does anyone know if this is a gas tank decal? I have seen it a few times on Harleys. If a decal is there a place to buy it?
If it is paint, GREAT JOB!
I LOVE this Heritage.

It could be a custom decal that has enough layers of clear coat to make it look like it has been painted on.

I'm going to say paint as it's very reminiscent of the special paint job offered on Heritage Springers from 2001 - 2003 which I used as a template for my tank.
