Are you on the throttle a little harder now to feel the difference and hear the pipes? At minimum your milage should have stayed the same if not increased.
I have a 2006 springer with Andrews TW-37 cams, Zippers premium maxflow filter, Porker pipes, and a power commander. I got 43mpg highway on my last trip, averaging 80mph the whole time.

Op, take out the fuel map and see if your mileage returns. Those mods aren't enough to need a remap.
Carlos, that mileage is low. I get combined 36-40 combined around town and highway and I ride hard. You should use 5th. You don't need to rev these engines high, they are low rpm engines. Your mileage will approve.

I suggest contacting V&H in regards to their map, get their input.

Yeah. Your bike getting the fuel it needs and running the way it's supposed to. Now just ride, be happy and don't overthink things...

EPA forces motor vehicle manufacturers to find ways to reduce emissions.
Easiest way to attain that is by reducing fuel consumption. Good for the environment= happier environmental protection agency.
EPA tells the MOCO ok to proceed with production. MOCO save you money by that you spend later on anyways on exhaust/ A/C and fuel management kits to increase power and run cooler at the expense of using more fuel.
Or to sum it all up... Less efficient = more fun

The bikes do run lean from the factory. The re tune would have changed tht. Your bike will run faster, and cooler, but use more fuel. The change does seem a bit drastic, but I would agree with several earlier posts. It is probably more rider induced. New pipes must be heard, and that lowers MPG too.

As you noted, you are playing more with the throttle, and that is going to reduce MPG regardless.
However, all things being equal, a proper Stage I will give an increase to MPG because the engine is now running more efficiently (I did not say with less emissions).
Problem is, most Stage I's are not done right...most are a compromise.
Bottom line- All Stage I's are Not Created Equal.
