Yes it is both inner and outer. originally i ordered the generics from JP cycles, only one i could find that sells, to save some $ but eventhough the inners were listed as narrow deluxe style they come as wide rear end struts like fat boy so they dont sell ones that fit. ended up buying harley parts for these, cringed when i had to pay.

going with the Deluxe seat Lapera bare bones solo wraps the deluxe struts a lot better. the slim seat work to but just doesnt wrap the fender as good. The Badad fender doesnt have predrilled holes for a solo seat only a pre threaded hole for the 2 up. got the stock hardware for 2013 deluxe solo seat.

ok so made some more progress. I thought id post a lot of pics for the bag install in case anyone else is doing it, the install will go a lot faster.
Here is the softail conversion kit and bag rails mached up. These took quite a bit of time adjusting to get both bag spacing even gapped and the same height. i suggest getting all the adjustments snug mark them with a marker, remove the bags then take the full assembly off together both sides. they would be a biatch to tighten up fully with the bags on.
Here are the 'eyebrows" that fill in the gap between the bags and fender pretty cool dont see many kits with that. have to leave them off to do mach up and tightening:
Here are the bags installed took a long time to get the gaps and height perfect and they are short on clearence for the silver bag latches. Came out pretty good made a few more adjustments after pics to get the gaps tight. ill probably have to un lower my bike i think they may touch:
