Default Exhaust help

Recently bought a 2005 Softail Standard with V&H Longshots. The previous owner gave me the stock pipes and I'm going to have to put them on to make sure I pass inspection. I removed the V&H pipes and mounting bracket. When I went to install the stock bracket/ equalizer, it seems it's too close to the frame etc.. Is there a supposed to be a spacer between the stock bracket and the frame? Thanks, new to this bike.

Thanks for the pic. It looks like I'll need parts Numbers 2,4 and 7. I didn't get any hardware with the stock system, so I tried the bolts from the V&H system. NG.
