You're most likely to need a tuner. I was told that my '14 Heritage would not need one when I replaced the stock slip-ons with Rush but it ran like crap afterwards so I removed them until I could buy a tuner. Now with the Rush and tuner it runs better than it ever did.
As for the exhaust, most have their own unique sound which is a personal preference. I suggest that you check out some bikes at a rally or watering hole and see what sound you like best. Nothing worse than buying pipes on someone else's recommendation and hating the sound (too loud, too deep, too harsh, too brassy, etc)
