Waking an engine up

Hello to all.After exhaust,air filter & fuel management unit what would be the single best mod to do? Example, 1)95 cyliners, 2)heads, 3)cams, 4)??? My best guess would be a cam. Best bang for the buck. (06 softail 88ci) Tom, south florida
