Am I wrong? (Engine Mod.)
I have a 2007 Softail Custom.
I would like to get the Harley Stage 1 air filter kit and the SERT. I do not want to replace pipes or add slip-ons unless I have to.
I know the SERT is overkill, but I might want the 110 or other engine work in five or six years. I know it will take dyno-time.
It is my intent to free up the engine to breath correctly and get a better overall response and midrange power. I am not looking for peak HP, just long term reliable performance.
Will it work without the screaming eagle slip-ons? or do I need the exhaust more open as well as the input at this level?
Ps I have read the EFI post, know the slip-ons are street legal, and still just dont want to change pipes unless I really need to.

I would say changing the pipe without changing the air filter is fine but the other way around isn't.
The stock air filter is pretty restrictive, if you give it more air and then more fuel you need to allow it to flow out correctly.
This doesn't always equal loud depending on baffle technology and style of pipes.

What your looking to do will work, just not as well as adding a less restrictive set of pipes/mufflers will.
If its the cost of them that's holding you back you can "fix" the stock mufflers so they areless restrictive, and have a better sound.

You're not really helping yourself out any until youenhance the WHOLE "air-pump", meaning youshould change the pipes too.
Different pipes doesn't automatically mean LOUDER. There are numerous baffle options out there that improve the motor's ability to breath better and keep the sound within "reasonable".
