Yes, there is a thread around here somewhere where somebody has already done it. I've got everything I need but the time. Find some long (3" or so) 5/16 bolts and cut the head of. Use a nut to tighten the windshield mount back on. Take the swivel mount off your turn signal screw it on what left past the nut. Rewire an your done. Do a search for turn signal relocation and you should find the pis. Easier to see than explain I guess.

Does the windshield in the riders essentials kit work with these turn signal relocators? Now I am really confused why my dealer wouldn't know there was a kit that works with the windshield. he was basically telling me that the HD windshield from the riders essentials kit does work if you relocate your turn signals.

If you have an FX style front end then a signal relocator kit is available; you only need to know the fork diameter for your bike.
If you have an FL style front end, there is no relocation kit. You will have to fabricate it yourself. It will work with or without a detachable windshield. All you need is some 5/16x24 all thread, some lock nuts, and to make it look nice a chrome spacer that will cover the locknut.
You remove the signal from the stock hand control location (one mirror will need to be rebolted with a chrome acorn nut you have to buy; take the other to Ace Hardward to match it up) and pull the wires through the handlebar. You can get the wires to come through the handlebar by pulling them from the plug under the tank (see HD manual) or just cut and splice them around the neck like I did.
Size the all thread to what you need and cut it to length. Thread it into the bottom hole and lock down with locktite, add your locknuts or detachable grommets and washers and/or spacers, and then thread on signal; use a locking nut to lock the signal in the right forward facing location. All that is left is to solder the wires back together and slip some shrink fit tubing on them. Took me about 2 hours.

Just as 08fatty explained, but in my case I used 5/16 ready rod cut to length. I used medium loc-tite sealant with a nut to hold on the detachable mount (the lower ones in my case), removed the existing swivel from the turn signal, spun another nut on the thread, threaded in the turn signal (again medium loc-tite) lined up and rewired.

Here's the step by step post I did after relocating mine. I did not use the detachable windshield hardware, but I think all you would need to do is follow the steps but use a 3" bolt instead of a 2" bolt.
