It's all a matter of priorities. All other things being equal, a 19 incher will give you more sidewall. So... a 19" will provide a cushier ride at the expense of somwhat mushier handling;a 21" will provide crisper turn-in at the expense of decreased front brake performance.

I made alot of changes at once on my 07 Street Bob;
1) Wide Glide trees
2) Progressive springs
3) Extra Heavy fork oil
4) 21"x3.5" front rim with 120/70 Metzeler tire
I've noticed a significant improvement in handling and overall "feel". It is a bit stiffer but the improvement in ridability is awesome. As far as braking goes, yes in theory the larger rim would decrease braking performance but I havent really noticed a real difference. I weigh 280 lbs. and havent had an instant were I thought I wasnt going to stop. Just my .02 Not to mention it looks alot better IMHO.

did you have to change the front fender in order to clear the bigger 21" wheel/tire?

What do the numbers on the tire mean? eg Metzeler120/70 and MH90-21 54H? (stock tire for softail fxstc 07). 21 is obviously the rim diameter. What does the 120 and MH90 mean and 70 and 54?
I am assuming the 120/70 is fatter than the stock rubber? Will it clear the fender on the fxstc 07.
