Default Shorter Strut covers for late 90s Softail

I'm putting a custom rear fender on my 98 Softail. The fender is too short to use stock-length strut covers (they stick out by 2+ inches). I'm trying to find strut covers that are shorter (only have the two mounting holes on the end, and two of the three on the strut part). I haven't been able to find anything like that. Does anyone have any ideas? Thanks!
