I'd check with a bike inspections station - I ran this link and don't see anythiong on the tag mentioned.

I asked the nice (Pa) Valley forge - police officer shopping in the Harley store, that was funny!!! Anyway, I asked the same question about verticle/horizontal on the license, he
laughed and replyed well, technically, its not allowed, but... there was in fact a, but............. we would not pull u over for that, and many of his riding friends have the plates verticle.
Well, thats my 2cents, and I don't have the cash to bail u out....!! I have to many bike payments left.!!! Good luck!!

According to the PA Vehicle Code (Title 75)
§ 1332. Display of registration plate.
[blockquote]
(a) General rule.--Every registration plate shall, at all times, be securely fastened to the vehicle to which it is assigned or on which its use is authorized in accordance with regulations promulgated by the department.
(b) Obscuring plate.--It is unlawful to display on any vehicle a registration plate which is so dirty as to prevent the reading of the number or letters thereon at a reasonable distance or is otherwise illegible at a reasonable distance or is obscured in any manner.
Looks like you are good to go.[/blockquote]
