If it is EFI, turn ignition on and wait till engine light turns off of speedo before you try to start.
When the light is on the computer is running diagnostics.
If the motor turns to many times the computer will give you a trouble code. If there is no light on all the time it is normal.
My bike will spin enough for the crank position senser to activate before it starts. Sometimes a couple of revolutions.

I had a problem like that on my 07 softail. The feul line that is connected to my fuel pump sprung a leak and it wasnt giving me the proper fuel i needed. Pop the gas cap and turn the ignition on (BUT DONT HIT THE RUN SWITCH) and listen in your tank, if your hear something pissing. Then thats no bueno! And sounds like a warranty item!

I've got an S&S Super E carb. Two quick twists of the throttle then hitting the starter and it always fires right up. The enrichener helps keep it idling in the cold weather, just don't use it for more than a minute or you'll be changing spark plugs, as I found out the hard way...
