These weren't taken specifically to show the Sundowner and Deuce rack, but they should give you an idea.

Yes, the rack does bolt to the backrest. The backrest bolts to the fender, using quite a heavy plate under the fender. You have three holes under your seat, plugged, that it bolts into. Not extremely easy to take off, but not that bad either. Mine's off at the moment.
One nice thing about that rack, small as it is, is that a roll bag fits very well onto it. I bought a set of two roll bags from Kuryakyn. The "Classic tour bag" goes nicely on that rack, and the "Grand roll bag" fits very well on the handlebars, above the headlight. All this was my attempt at touring on the Deuce, which didn't work nearly as well as I'd hoped. Wife just wasn't comfortable, so, poor me, I had to buy another bike and solo'd out the Deuce.
I'll post my address later if you want to send a sympathy card

Nice taste in bikes twiceretired, just like mine. I have the HD sundowner seat, backrest, and luggage rack on mine. I only use the sundowner seat and backrest when im taking a trip longer than 100 mile or so. I use the sac hd bag and put it on the passenger seat, strap on a tent, sleeping bag and a camp chair on the luggage rack and Im on the road. Have traveled several hundred miles like this with no problems.

There is a mounting plate that bolts to the Deuce rear fender, it has a top piece with three studs that sits on top of the fender and a plate that goes under the fender to reinforce the mounting plate, it's a bit of a pain in the a$$ to install the mounting plate. but once it's installed theDeuce sissybar bolts to the mounting plate with three nuts. it doesn't take long toremove the sissybar from the mounting plate, maybe about 2 minutes max.
I had a sundowner seat on my Deuce and couldn't get past how ugly it made the bike look, I sold the sundowner seat and bought a Mustang wide vintage solo with a passenger pad and a Mustang fender bib.

here's a pic of that setup.
