I have a 21x3.25 with a 120/70/21 on a Fatboy, but changed out to FXST forks (the fender stays are 1" higher. Even with the FXST forks, the fatboy front fender is CLOSE (I massaged the lip under it a bit, and its perfect. It looks like Harley hired a gang of preschool children to make that bend, Im really suprised they would let something go out the door like that, even if you cant see it unless you look. It reminds me of the way an old school exhaust bender made bends, all wrinkly and uneven.) BTW, unlike me, If you care about the way it handles, Id keep the front to rear height balanced. I went for an old school look, and dropped the back alot, and didnt drop the front. The combination of the added rake of the FXST forks, and higher front end adds some instability at about 75 mph and after.

I have a 05 Fatboy that I am planning to upgrade to a 21" front and 18" rear wheel setup. It is my understanding that if everything remains stock on the Fatboy a 21" front will not fit. A 21" will fit if the fender is changed to a Heritage/Deluxe style fender. I wanted to go more custom so I chose a custom fender as an upgrade. I have not decided on a wheel package yet but did order and test fit the new fender (see below link)...

I have read that the stock fender "could" rub with a tire that size, but don't have any first hand experience. I also remember reading that someone raised their fender very simply to avoid this problem. I can't remember exactly how they did it but I think they shimmed the fender and raided it 1/2 inch or something.

It is exactly 1" raise (following the fork axis) suggested (for using the fat-boy's stock fender).
Using the heritage softail's front fender sometimes you'll get away with it sometimes you won't and will have to raise it too.
I'm going after the same 18" rear -21"front setup and decided to get the Benchmark front fender for 21" wheels in softails.
Mimo.
