I had almost the same problem, where all my lights would not turn of even with the bike completely off, i wiggled the negative battery cable and noticed it was really loose causing the bike to keep all the lights on...Tightened up and all better.
Its a weak answer, but hopefully something simple like that.

Take off your brake lever and you will see the dimple like switch I am talking about. Push it in and your lights will go off, let it back out and your lights will come on.

Before you take everything off, just loosen up the four bolts/screws that hold the master cylinder and brake lever assembly in place. Move the entire assembly around a little and see if the brake lights go off. Often, that switch is just not seated correctly. The next step is to take off the lever and check from there.

At least once a month someone on the forum breaks one of those switches. Forgot to put the shim in, right. Welcome to the club. Usually only happens once. Forgetting to put the little brass flat spring in behind the switch can cause the lights to stay on also.
