I do not thinks it possible to opens the account for VIZA unless you is a Americano citizen. I thinks VIZA would be wanting to know that you have a valid Americano address, and that you have a job in Americano.
I also thinks that VIZA would want you to have been a Americano citizen for a certain period of time, and not just recently have moved over to the nice fine country of Americano.
I tend to thinks that you are **** out of lucks as far as getting a VIZA card in Americano. Sorry.

Visa Global (do a google search) offers visa for most countries including the Russian Federation. A Russian visa will not work for you?

To open and American Visa, you need to be a citizen of the United States. Visa makes cards for other countries. Not sure why you cant use that. Never heard of a bank asking you for a Credit Card to open a bank account..usually they provide the credit card.
