With that line on top it puts hot oil on top where it gets at least 'some' (not much, but some) time to cool in the tank before its picked up again for another trip through the engine. Besides if you don't like it there's no reason you can't pull the tank and have the return line fitting moved. Just remember that your going to have to add a check valve to stop the oil "leaking" back into the engine case.

You really can't do anything with the vent line. It really needs to be left up on top above the oil level. Any kind of restriction in it, like a check valve or having it "under water", so to speak, is probably not a good idea.

It's like this. One is the return and one is vent. The scavange system pumps more than the feed side. The vent is needed to allow any built up pressure from this and expansion into the engine and vent out through the heads.
Not saying it won't work without the vent, but it will work better with it.

After racing cars for many years the idea of the return line on the top helps get any air out of the oil when it returns to the tank(dryslump oil system) and the vent line works better on the top also, you need the vent line or the oil tank will most likely leak. By the way I do kinda like them there. Just my 0.02

I'm not looking to eliminate the lines. I just wondered why the lines aren't like the old style tanks

Yep gotcha,,,flipped open one of the many Harley books sitting around here and the '47 Knuckle has the lines as you mentioned. Then I quess for my bike I prefer the clean fake look. LOL
