Torquing Transmission Bolts Question

Torquing Transmission Bolts Question
OK I can't find it in the book anywhere. There is a plate that the transmission is bolted to, this plate is bolted to the frame. On installation the book says:
"Loosen engine bolts align transmission and engine with inner primary,
1.) Tighten primary case to engine bolts to 18-22 ft lbs.
2.) tighten primary case to transmission bolts 18-22 ft lbs
3.) tighten lower engine to frame bolts and nuts to 33-38 ft. lbs.
4.) tighten transmission to frame bolts to torque 33-38 ft lbs."
I'm pretty sure number 4 is referring to the trans bolts to the mounting plate it sits on, but what do I torque the transmission mounting plate to the frame to?
