Default Wheel install problem

Ok here is the deal, my wife pulled the trigger and ordered some new wheels for her 08 Fat Boy from Hogpro and they look great BTW.... But when we got them and tried to install them the belt was hitting the mud guard on the bottom, so we called Hogpro and they figured out that it needed a 3/8" hub spacer, so they next day aired for a saturday delivery and we got it today...Kudos to them for doing everything they can to make it right... But the issue we are having is we bought HD chrome tapered axle spacers, and the small sleave that slides into the pulley is not long enough to reach inside to the bearings and the spacer is riding against the pulley and you cant tighten it up without being able to free spin the wheel.... I just want to know if we need to go back to original style spacer that slides into the sleeve of the pulley or is there a shim kit I can use to get the axle spacer to not ride against the pulley. Any info would be greatly appreciated. Note that the axle spacer is 2 1/4" long if that helps.

If I am understanding you correctly, I would first confirm with Hogpro that your wheels will work with your stock spacers. If yes, install wheels with original spacers and confirm everything fits correctly. Then compare spacers and see where the diff and problem is.
