It depends on ALL of the mods done to the bike, and if those are mods you intend to keep, or would do yourself anyway.
There is some money in this bike...pipes and 21, and chrome to name a few. That stuff adds up quick.
Shoot, pipes, chrome lowers, bars, braided cables, chrome controls, polished rotors, chrome tool box, some chrome covers, custom seat...I can see that from the photo...I'm sure there is probably more done.
Just those mods alone cost a lot of money, even if you do them yourself.
Bottom line, I need to know more about the bike to give my 2 cents...

The NADA value is around $12k. If the seller trades it in, I would think they would get $10,500 at best. Assuming the seller has put $3-4k in options on it I'd offer $13,500.
You will find many people mentioning the "deal" they got and not many that will admit that they paid more than they should.
All that being said, it's worth is what you are willing to pay for it.
I know I paid too much for my 2009, but once I took it for a ride I knew it was me and therefore worth what I paid for it.

Negotiate and Make Offer
It is way over priced. Even with all kinds of bling, it should not go for over $11,500, but I would start at $10,700. I bought my 2006 Heritage Classic last year for $8,500, and it had all kinds of goodies. The owner may think that's what its worth to him, but I think he will be disappointed to find out there are greater deals to be had out there.
