Aaron, here's some good info on stage 1 for carb setups. Not sure if you seen it before but thought it might help you out with some good info.

Do I wash it with just water? and NC Deluxe, maybe that' why I noticed some performance gains lol.....

Stage 1. Once an air filter gets some miles on it it will get dirty and will not turn red again until you clean and oil it. The stock a/f is a different shape and it is paper. That is a K&N filter.

It says do not oil on it and is stamped with the HD emblem....I'm guessing I can just wash it with water?

LOL hell yes sir, sounds like the PO had things setup with your original setup when you bought it. Can't beat that!
