Your top speed depends on a lot of variables like your weight, how you sit on the bike (wind resistance - HD not really streamlined), tire pressure, at which RPM you shift into a higher gear, quality of the gas, road condition etc ... also how many miles do you have on the bike at the moment?
just over 100 is the best 90% of HD's will do. it has nothing to do with a limiter, it is weight and wind resistance to power. it would be faster with different gearing, but then it would be a dog getting up to speed.a lot of HP helps, but it just isn't a fast revving engine. jap bikes rev to 10 or 15k rpms and weigh half as much. its like a big block hot rod Lincoln vs. a mustang.
