Out of curiosity, what is your reference for this? 75020-08C is not even in the 2013 HD P&A catalog. 75020-08B is and both specify it is for the Rocker, not the Xbones.
This is from the HD website

Not that the P&A catalog can't be wrong but it appears chief purchased the correct one. But, he states it doesn't fit....?

Little more info, I got the 75027-08 and this is the one that HD said I should get, The Fuel Guage side will work just fine. It is the Pop Up Fuel Cap side that will not fit The Pop Up Cap is too long and the outside diameter is too small. Threds do not line up right.
It looks like this is a known issue with HD. I see lots of post about this.
Still need the help, Still do not know what to buy.

OK Chief this is what i have found. 75027-08C is for 08-up softails as stated before. But if you look up your 09 or even 10 Xbones there is no listing on Harley's website allowing you to pick this kit, but it is available for an 11 and it is the 75027-08C. I then looked up the fuel tanks of a 09 and 11 Bones and that is where i found that an 09 had a different part # fuel cap which is now replaced with the part # for an 11 model. For the flush mount kit there was a previous 75027-08B part # which may be what you need for your bones. So it seems that there is some sort of difference between tanks and model years in regards to fuel cap.

I wish I had suggestions for you. I had part 62823-08B installed which is the same as yours, just in chrome. The dealer installed it before I took delivery on the bike so I can't tell you if there are any pearls for installing it.
Please don't take this the wrong way. I'm not suggesting anything I am just making sure you haven't overlooked any details. On my bike, the gauge is on the left and the filler cap is on the right. Have you rechecked the instructions to make sure you haven't overlooked any details? Is your fuel tank stock?
Good luck. Post back with the solution.
