Actually, the cats are in the stock mufflers. Replace those with a slip-on muffler and get some sort of fuel management. It will make a night and day difference! Ask me how I know.
This is good advice: The cats in the mufflers are hot, also the stock baffles are closed and trap heat forward of your legs. A pair of slip ons will release the heat to the rear of your legs and eliminate the hot cats. Synthetic oil and the leather heat deflectors work well along with long pants, I assume you are not riding in shorts. If you are short, a reach seat will help keep your legs bent away or you can adjust your shocks to the rear most position, which will lower the bike up to an inch and allow your legs to bend away from the heads/exhaust.
Capt. Itch crotch cooler, fuel management system, fuel tank lift and the Shotgun Shock to lower the bike down so you can reach the road without touching the pipes. We have done all of these for our bike and we feel the difference, for the better.
We both use Captn Itch crotch coolers. Wife has the crotch cooler on her '12 Heritage and it works like a charm (see photo). Still hot but the crotch cooler is the best you can do to separate you from the heat.

Top end heat will be the death of the solely air-cooled HD. That is one of the reasons HD says lead them to the twin-cooled engine. My '08 was scorching my right leg as well, but slip-ons, air intake, tune, and a heat shield solved the issue.

Got my Crotch Cooler on Friday and installed it Friday evening...took a short ride and seems to be working well. Will have the full test tomorrow when I ride to work and then to my HOG chapter meeting tomorrow. Was getting a bit toasty there on my right leg where the oil dipstick is...nothing to bad, just uncomfortable. I am sure this will help.
