Leather tour pack installation
I ordered a Leather Tour Pack for my 2013 Heritage and it should be in tomorrow.
What I can not find out is how difficult it is to install the tour pack to the rack.
Will I need to drill into the tour pack to mount it, or are their holes already there?
Deciding if I want to install myself or have the dealer do it.

I got mine used so it was already pre-drilled.
I don't know why you would have the dealer do it.
It's just a matter of drilling some holes.
I assume you also ordered either the 1 or 2up tour pak rack.
The rack is already pre-drilled.

There's no reason for you to pay the dealer to drill four holes and then bolt the pack onto the rack!
There is a metal plate on the inside bottom of the pack that already has holes and you just have to pick the hole pattern that matches the type of rack you are going to use and then drill through the plastic shell and outer vinyl covering of the tub. Just do as the instructions say and put a wood block underneath to firm things up and give the drill bit something to bite into as it cuts through the vinyl cover. Harley calls this "leather" but it's not leather. In fact, most of the surfaces including the bottom, side and most of the top are vinyl. The accent skirts and the buckles are the only thing that are made of actual leather.
The reason Harley leaves it up to you to drill the holes in the outer tub is so that the pack only has the holes it needs put into it. If Harley pre-drilled all the hole patterns into the tub to fit any potential rack that can be used then you'd have a bunch of extra holes that you have to worry about keeping plugged and weather tight.
It's a no brainer and I'm sure you can tackle the job just fine.
