What to buy on a small accessory/upgrade budget?
Own a 2013 Blackline with Vance & Hines Short Shots and Fuel Pak fuel management system. Aside from those upgrades and a Willie & Max swing arm bag, it's stock. I'm giving myself a maximum of $1000 to spend on accessories or upgrades on this bike, and I'm wondering what might be the best way to spend it. I know that limit isn't much to work with on a Harley, but I think if I'm patient and shop around, I can make it work.
I was initially looking at swapping front wheels, but that's too large of a chunk, if not all the budget. Options I've considered so far are a windshield, new seat, saddle bags, high flow air cleaner, professional tune, or cams (if the install labor is reasonable).
Any input would be appreciated. I'm sure there are options I've never considered.

I bought my 2009 Heritage used so some of the add-ons that are installed on her were installed by a previous owner, however below is the list of what's been added to my Heritage since it was new.
Below is my list of >$6000 worth of add-ons.
What I did was made a list of things I wanted then just started moving the item from the "wanted list" to the "added list".
A lot of my add-ons were bought used so I saved some money there.

That said, on a budget I (but your priorities may be different) would take care of any comfort issues first, then go to performance, then looks.
From your list...you can modify your seat yourself with a staple gun, some foam, and a cutting knife or sander. It really is quite easy and far less expensive than buying a new seat.
For relatively little you can get a good HiFlow A/C and a tune (without paying for dyno time) and really wake up the engine. After than you may or may not even want more power (ie. not need/want cams).

Since I've got the short shots and the fuel pak tuner, I will most likely go with an air intake next. I'm a little surprised the previous owner didn't do that. Looking at all that's available, there seems to be a huge swing in pricing. Found an S&S Stealth Kit on Amazon for $100, but there are intakes for Roland Sands that run upwards of $500+. Is there a difference in performance based on design? I would think even the least expensive will allow more air in than the stock system?

While almost all aftermarket air cleaners will flow more air than stock, and more than our engines can eat....they are NOT all created equal.
Besides looks, on the function side, you have two different types-
Most aftermarket A/C comply with the EPA mandate that feeds hot oily air into the intake.
There are a few companies that still make air cleaners that let only clean air into the engine. DK Custom is one of them. You can see our A/C's at this LINK

This is the same 06 Ultra with external breathers with 27,000 miles more on it
Not only will an engine run better if it is getting just air and gas fed into it (vs. oxygen depleted air, gas and oil), but it will last longer also!
