Dual gauge Speedo/tach 1999 optional?
I hope someone can help me understand some of the speedo and tach options on the 1990's to date Sportster.
Specifically in 1999 was this a factory option, or standard on some xl1200 or a later add on. Most Sportster from around that time (98-02,etc) seem to have a single Speedometer gauge.

parts needed
The parts needed are pretty simple to install. There are two different Y shaped wiring harnesses that are plug and play. You need to check to see which one you need based on your current speedo harness plug You need the dual tach/speedo bracket and the tach gasket and a new top clamp and longer hex bolts. I installed mine on a 2013 iron sportster no problems

It's always been a unique standard feature on a 1200 Roadster and maybe back when they made the sportster sport.
I don't think it was ever offered as a factory option on other models, but the individual parts can be ordered for a Roadster and installed on most other models.
Check ebay and your local wreckers, you might be able to pick up the whole assembly used.
