a friend has a 2004 1200 c fully charged bat put it in and it will try to turn over slow then just click. put a volt ohm meter on it and the bat drops to 6 V I think it is the starter he thinks it is the bat could it be both? thnx learning harley as i go

 

Battery probably has a bad cell. Have it load tested at your favorite auto parts store.

 

After Guzzi's advice, you will either confirm that the battery is fine, or have a new one! Check both ends of the main battery cables are clean and that the terminals are tight before starting the bike. Fingers crossed all is well after that!

 

Poor ground (usually corrosion, or just loose) can cause that clicking, but the battery shouldn't stay below 12V after trying it. After trying to start it a couple times, if the battery is below 12V but charges back up in a few seconds on a charger, only to repeat when you put a load on it, that would likely be a shorted cell, have to replace the battery.
