Apparently it was supposed to be a for a sight glass for tyre inspection.

I never gave it much thought....But my bikes are always black so you don't see the hole anyway!

It's a joke to see how much we'll scratch our heads trying to figure out what it's for and even more time trying to figure out how to customize it. Hang some hog nuts from it.

It's on mine too and I have no idea.
