Default riding lights too high to put windshield on

Tried to put quick-release windshield on my Sportster for the first time today.
Bottom edge of windshield hits the riding lights before the brackets meet.

XL883C, 2005
If I move the riding light bar brackets down to below the crosspiece between the forks or will they be in the way of full fork travel? Seems to me impossible for fork movement that high.
see photo
Thanks

Update: Sorry, disregard. Misread/misinterpreted your issue.

could you flip them so the turn signals are at the top?
would that look odd?

Looks simple enough to me! Those brackets will rotate on the fork legs? So slacken the clamping screws and swing them forwards so that you can install your windshield, then move them backwards and realign your lamps so that they clear your shield. I have the qd shield, but not those lamps, so I can imagine there won't be space to easily fit or remove yours, however it little juggling should work.

Having the lights shine through the windshield may not be best. Harley sells a WS for your application. That WS has semi-circle cut-outs at the bottom. Tape up the WS and cut it with a jig saw (saber saw), using a fine-toothed blade and a slow strokes-per-minute. Going too fast, melts the WS behind the blade and makes it messy. You can tape the foot of the jig saw, too. The cut edges can be cleaned up with sandpaper (drum sander) and a buffing wheel.
