Default Relocated License Plate

I moved my license plate to a vertical side mount type. Now I have four holes on the fender where the plate used to be.

Two questions:

1. What can I do to cover the holes without filling/repainting?

2. What is the fourth hole for (only three holes are used for the license plate, there's a fourth not aligned with anything).

I just put chrome bolts in the 3 holes on mine.

If the 4th hole is up on the fender where you see mine it is for a passenger seat.

Nope, the fourth hole is right next to the others.

Kinda looks like this (you get the idea, I'm sure).

I get your diagram, but I don't have a clue.

I used a Bar and Shield tank Emblem from an '84 bagger.

I think that the extra hole was/is for the wire for a lighted plate mount and /or turn signal relocation.

I picked up some little tabs that are for car interior pieces and popped it in one of the holes on my fender. Cheap and plastic but is getting the job done.
