The filament in the rear light will be burned out if it was on when struck. If it was off it may be broken but not burned.
This may not be necessary as he has many witnesses that say it was operable.
But, if there is the question the police technicians can collect the evidence and send it to the lab. This type evidence has been done many times over decades when there is an accident where the claim of no lights made.
But the dude has a problem when he claims there was no light yet he never hit the brakes or saw the bike. He looses either way. He's just being an @ss.

It happened to me last year. Rearended, Totalled bike, broken bones, road rash, rehab and I'm still ugly...oh well. I have learned when slowing or stopping to keep checking my mirrors. When I got hit I was just putting my feet down an got drilled by a girl going 55mph...she told the cops she was looking Out the window. Man that bruise looks really familiar. Glad to hear both riders are ok...KEEP YOUR EYES PEELED BOYS !!!

If I'm sitting at a light with no cars behind me, I generally make sure I have an escape route if someone ends up coming up on me too fast. People around here don't even like to stop for stop signs; I've been rearended twice when I stopped at stop signs and the people behind me didn't because they figured that I would just roll through like everyone else. Fortunately, both of those times I was in cars.
