Please correct me if I am wrong but I think they actually limit back-pressure because as the pressure increases more of the pressure will leak across to the other pipe whereas if you have a solid 2 into 2 pipe setup without the cross-connect you may get too much back-pressure.
Well, you may be right but keep in mind that the exhaust coming from one exhaust is also passed through the bypass and puts back pressure (although minimal) into the other exhaust pipe. Whichever way it works, it is there for a reason, which is why (I'm assuming) my V&H pipes also includes it on my pipes, just in a different way.
