The HD relocation kit is a pain in the a** to install. I was even lucky enough to install it twice due to the fact that one of the ends of that bar with the threads snapped off with my directional on it!
If you do opt for the HD kit, put Red loctite on the threads when you screw the directional on to it and if you do plan on strapping anything on that bar, use caution!

I did on my 2012 1200C
I ordered the HD relocation kit and discovered it didn't fit. I was able to modify it to work fine by not using the plate holder that comes with the kit but using the stock plate holder and getting some longer machine screws to attach the bar. I drilled two holes in the fender; ran wires in harness I made thru holes and rubber grommets and worked fine.

I found a bike for sale online that had the kit and I was not impressed. It looked like a long skinny tube bolted to the plate bracket.
However I really like the new LeatherPros. No relocation needed.

I'd love the Leatherpros but I couldn't afford the cost guys. In hindsight maybe I should have waited but I had no idea how hard it was just to find a signal relocation kit for my bike. Due to this damned LED brake light it's bastardized and the regular run of the mill kits don't fit. I seen nothing offered by any of the other companies out there.

67800071 is supposed to be for 2011 (and I would assume 2012) XL1200C with the LED tail light. There are no instructions for this kit on the Harley website (yet).

Not sure what part number it is that I got but it's already done. Just not a fan of the kit but there were no other options.
