Default getting scratches on my front fender

Today after a nice mountain ride i noticed that i am getting some scratches on my front fender on the bottom of the fender (not the underside) but the face facing the bike. while looking at the scratches i noticed a factory drilled hole is this hole for a skirt that helps protect the fender. I f someone knows what this is for please let me know if harley makes a skirt to protect the front fender and that attaches to this hole

I get some light abrasion from my fork bag hitting the fender sometimes. Took as much weight out of it as I could and that has helped a lot. Did not look like the forks travel that much, but that's the only explanation for the rub marks.

Is your brake line rubbing on the fender? I don't think you have a speedometer cable like mine.

That hole is to hang the fender on the line while it goes through the paint process in manufacturing. If you have a fork bag, or have replaced the little disk horn with a real horn, it will contact the fender.

If you're getting scratches, I think it just means you're using the bike.
