Default A couple of ?? on riser installation

2002 model, finally got a few minutes to get everything switched from the stock buckhorns to the drag bars. -YAY- The new pullback risers will be here Monday, and I wanted to be ready to get them installed. My questions are:
What are the torque specs for the riser bolts?
What's the best way to torque the bolts? Put the bar and top clamp on, get everybody straight, and torque them?
-no, I don't have a manual yet, that's why I'm asking for help-

Riser bolts are 25-30 and the top pinch bolts for the handlebars are 12-15 ft-lbs and yes you do tight the top bolts first.

Risers got here early!!
Just finished up the install actually. Had to adjust the throttle and idle cables, and bend the front brake line, but damn does it look better! More comfortable too IMO. Will get sig pic changed. Thanks for your specs.
