Quite a few dealers install the connector on all the bikes they have that will be sitting on the showroom floor to maintain the battery until it's sold. It's cheaper for them to do it that way then replace batteries or have someone going around with a charger all the time. I have one on my sled that I ran out through a vent in the hood, much easier than getting the battery out. My bike also came with one when I bought it, it's a nice thing to have.

As already stated, dealers in stall the tender pigtail when setting up the bike. Therefore, not every bike will have the end at the same location.
As for the one above, I see your location is Malaysia. Is it possible the tenders used in the states aren't compatible with the electric there? Can you use standard 120v appliances?

Some brands (Noco is one) use non standard or proprietary connectors, but usually sell an adapter plug or short adapter cable for use with SAE connectors (again, Noco does). I don't recognize the one in your pic, but if you do a search for your brand tender and accessories, you might find an SAE adapter. Then, if you wanted to plug something else there, you could replace that one with an SAE cable. I made a 10 awg SAE cable so I could plug both my tenders and lithium jump starter battery to it, using adapters for the ones that weren't SAE. Might sound complicated, but it wasn't really, and I like having just one extra cable to put on the battery that handles everything.
