I think that maybe "hugger" and "xlh" are tags just like the 07s have such as "Custom", "Custom Low", "XL" etc.
Basically is just how they are set up, and the difference in amount of chrome, suspension, or pipes. Sorry best I could do.
Here are the model Harley offered over a four year span:

1995,XLH,883, Sportster,1200, Hugger, Deluxe
1996,XLH,883, Sportster,1200, Hugger, XL1200S, Sport,XL1200C, Custom
1997, XLH,883, Sportster,1200, Hugger, XL1200S, Sport, XL1200C, Custom
1998, XLH,883, Sportster,1200, Sport, Custom, Hugger, XL1200S, XL1200C
1999, XLH,883C, Sportster, Custom,883,1200, Sport, Custom, Hugger, XL1200S, XL1200C

Thisis a 2003 model that is listed as a 883xlh Hugger:

I recall the Hugger had a lower seat height than the standard XLH.

The lower seat hight? Does that mean that the seat was different or the frame was differnent?

I had a 96 Hugger and when I bought it, if memory serves me correct, it was lower than the standard (lowest seat height), had buckhorn bars, and I believe shorter shocks/lowering springs, but no frame difference...

I Have a 97 hugger the difference is the shock and spring hieght . This lowers the whole bike or raises it. The hugger is a gerat bike if you want to stay lowor have short legs. Stock Hugger shocks were 11.75 inches I believe the standard were 12.5 inches...Mark...

'hugger' means lowered .. the shocks were 2-3 inches or so lower on teh hugger (and custom) models as opposed to the standard (13" shocks -vs- 11"...IIRC)
