Helmet speakers and an in-line amp with your phone/MP3 player in your pocket.
Some states it's illegal. Two helmet speakers are legal where I am, IF it's part of a communications system. A phone is for communication, I just happen to have music playing.
After trying 5 or 6 pairs of helmet speakers from various sources at different price ranges, I dismantled a set of Koss KSC75 headphones and stuck them in my helmet. The Koss function as well or better than any I've tried, but they're thicker than "helmet speakers". In my 3/4 helmet, the extra thickness is an advantage, allowing better placement.
This amp works very well:
FiiO makes other, really nice, smaller amps that I've tried, but the FiiO E11 has the best power-to-size ratio for my tastes.
You're not gonna hear diddly squat at 80 MPH with little 3" speakers on your handlebars. You're not gonna hear them at 60. Maybe, doing 50, if you have a windshield and quiet pipes. With helmet speakers, I can jam Lynyrd Skynyrd from zero to WFO all day long and not draw unwanted attention. Plus, I don't have a couple of speakers sitting on my bars.

Ear buds are Illegal in Illinois so are helmut speakers. I broke down and bought a speaker system for the handle bars. Not many handle bar speakers are going to give you much sound at 80mph . You would have to put out some big bucks and get alot of amps for that to happen. I had a Pyle 300 watt system it lasted 3 weeks burned it up, sent it back they fixed 2 weeks burned it up, sent it back it didn't last a day. They will no longer answer my e-mails and service hung up on me 2 times I gave up. It over heats at loud volumes. Got so hot it burnt my finger.
So for now this will have to do and this is the best price I could find.

I almost bought a set of small head phones from Sony (Bluetooth). They were at Best Buy I went back to get them and there gone so. I did try on a couple of longer trips the ear bud thing they suck putting your helmet on and off and they constantly fall out of one ear. + my wife ride with me alot so it's not fair to her. I wouldn't mind an intercom system but they're pricey. I want easy hop on and go. Seems I'm always the last one ready in the group.
