S&S fortunetly was not part if the engine team, otherwise you have another it bike.
Look closely and it appears the engine will be part of the frame. I believe Mike Song has a lot to do with this, Ness had nothing to do with them . The Ness crew just customizes a model each, every year
If they get the price point under 28-30 they have a home run!

I think what you are looking at is the oil cooler (see affiliated tubing). I mistook it myself at first glance. One of the things that I really love about my 06 Victory Touring Classic Deluxe is the air / oil cooling.
