I had my hand control housings PC'd gloss black to match my inner fairing and tins. Although I may be the only one that sees this mod, I love it.

I would think they would look like they're covered in brake dust if they were flat black. Mine get flat when they are dirty and it makes them look dirty.

i would match the tins honestly, do the rotors to match as well, you can also 2 tone them that would be an option as well

I'd go gloss black but leave the rotors as is. Learn from my mistakes. I have pics of some of my black mods in my photo albums. You can see the black rotors in the album 2010 FHLX - Tail of the Dragon pics. Too much black makes the wheels look smaller. You need some shine and some contrast with the rotors. I never tried flat black on the wheels, but did try it on some other parts. Ended up changing them all to gloss black and then adding some contrast cut parts to the bike. But everybody is different in what they like. Look around on this board. You can usually find a visual example on here somewhere. Good luck!

not the enforcer wheels but gives you an idea on touring wheels with black rotors

in my opinion rotors and pulleys just are not that cool looking i like them to blend in and vanish... you can see these where polished and chrome on this customers wheels, they really stand out and cover the wheels

also if it will help you out where are a set of mags we did, done in flat black with contrast cuts so you can do a side by side of glass and flat

I've had both gloss black and satin black items and have to say I will never do gloss again. The satin or flat is so much easier to clean and doesn't show scratches like gloss. I think there are pics of my former RG in my albums that would show the satin black. If not shoot me a pm and I'll send you some pics. Bike was vivid black and all powder coat was satin. Looked great to my eye. Everyone is different though.

The reason behind the thought of doing flat black is that I hate cleaning wheels and I figure, if they're flat/satin black you won't see the brake dust.
