A couple of years ago I ordered two packages of the Harley Men's Helmet Communication Pouches (98252-07V) from Lakeshore HD. Last night while sitting around planning for an upcoming spring rally, I thought I would install them into my HD KBC half helmet. I take a look at the packages and notice that both of them seem to have slits in the plastic bags that contain the pouches, almost as if someone had opened them previously before I purchased them. The only item inside the plastic bag were the two pouches. There were no installation instructions. The other strange thing is that one set of the pouches had Velcro on them (top set in the attached picture), but the other set did not.
Can someone that is familiar with this product explain how they are supposed to be installed in your helmet? Is there supposed to be another part of the Velco that needs to be attached inside the helmet missing? Why would the bottom set of pouches be missing the Velcro that is attached to the top set? Is there an instruction page?

What is the Velcro on the pouches supposed to stick to? Is there supposed to be another piece of Velcro included that one places inside the helmet?

 

IDK - they don't give instructions - but maybe to the liner?
