Default Passenger back rest luggage rack

Does anyone know of a good Luggage rack that can attach to my passenger back rest? I've been looking around and it's difficult to determine if they can securely attach to a passenger back rest. I found one i liked however i would have to relocate my license plate and i don't really want to get into that. just a simple luggage accessory that can attach to the passenger backrest.

Why does the rack have to attach to the passenger back rest? Why not the attachment point that comes with the backrest attachment brackets?

What i need is a luggage rack for when i'm two up. If you are referring to the tour pak the only reason is cost, rather than spend $500 i'm looking at $150ish. I have a descent T-bag already. To date my wife has sat out the trips so i typically just attached to the passenger backrest and let is rest on my passenger seat.
