Make sure you correctly check oil level and that it is just a tad over the half full line when very hot ,clean stain and ride.check weekly and if it comes back a few times ,there might be a problem after 9000 miles.

Most manufacturer's have guidelines for leaks and usually a seep is not a leak. I work for a German car dealership and the manufacturer has 3 stages of leaks and stage 1 is just clean it off and test drive it. if nothing returns after drive you are done, no repair. So they may have rules for this but some dealers may not follow it and take the work anyway. Mike

2014 limited, had same thing happen to my bike less than 500 miles. took it in and they looked at bike told me it was assembley lubrication. At first I didn't believe them, so I went out on the showroom floor and looked at every new 2014 limited. They all had a the same film in the area you showed. when the bike is new and it gets up to operating temp you will see moisture in that area. I now have 6000 miles on the bike and its no longer showing moisture in that area. it is definitely assembley lubrication.

The OP said he has 9000 miles on his bike which is way past the assembly lube notion. My Road King also had a rear base cylinder "seep" and it was fixed under warranty no problem.

I think what you need to do is clean it off and ride it about 5k miles and report back if its still leaking or not, otherwise this post will grow to 25 pages of opinions and speculation. If it is leaking in 5k miles go to another dealer!

Thanks for the input. Maybe I should have been more clear. I first noticed the leak a few months ago at about 5000 miles. I took it to the dealer and that's when they first told me about the seepage not being covered. I was in sturgis for the ralley and and on that trip my shift linkage striped out and I developed a inner primary leak. So I spoke with a tech services rep at the harley tent and he a advised me it should all be covered, he even gave me a case number to reference with the dealer. So when I got back home I went to the dealer told them what was going on and gave them the case number. They took pictures of both leaks and sent them to harley to get approval to do the work. Harley approved the primary but not the O-Ring. I've cleaned the bike and engine several times in the past 4000 miles. The leak keeps coming back.

The RINGS are the wear items. I did not say the base seal.
