You are right - it's Monday and I went by my bad memory.

For the touring bikes, 05 had no cats, 06 had cat mufflers, 07-09 had no cats except 09 CA, 2010 has the cats in the head pipe

Other models have the cat in the mufflers

OP, I use supertrapp disk system mufflers ( and modded fatshots) on a few of my Harleys- all without cats.
My goal has been high flow with moderate noise- achieved. I get good performance with an exhaust note which is louder than stock...but not overly ( and below you can see I also use snufRnots when I want a louder note, such as a group ride)

I am not sure that these would deliver quieter than stock- possible but not something I have tried.
and i have tried lots of exhaust tuning/ variations with disk stacks and endcaps

If you are running stock mufflers with a catted header, that's probably as well as you can do for noise control without negatively affecting flow and power

another source of noise is the air cleaner- are you running a stock air cleaner?

looks like a pressure cooker !

the HD's of the early 20 Century often had an exhaust cut out foot operated control, you could bypass the muffler for extra power on the open road, close it in town or when approaching horses. the "silent grey fellow"

Those of us with Supertrapps can use the SnufRnot, which has been around in various versions since the 70's.- open or close the ports with an allen key:

As mentioned, 2008 and older stock takeoffs with a catted headpipe is as quite as you will probablly get and not just cork up the engines ability to breath.

I run 2009 mufflers on my 2010 RKC and they are much quieter than stock. I like them a lot.

OK , but just remember , "LOUD PIPES SAVE LIVES" !
Also scare's away varmints like deer or a raccoon , armadillo's & sleepy drivers !
Didn't MOCO sell some adjustable pipes that could automatically shift from loud to quiet electrically awhile back ?

I too have heard that CVO mufflers are quieter as they are bigger. I will find out next week since I scored a set from eBay.
