Installing chrome forks, should I upgrade anything?

Do the cow bells. Replace every seal, etc that you get your hands on. The whole kit is not too costly.
If you want to go deeper, remove the tubes (you can replace sliders and cow bells without dismantling or even removing the fork tubes) and replace the springs and valves. Not as good as switching to cartridges, but much less costly.

Upgrade
Your ride is older so it might be double cartridge for yours - same idea though - check catalogue for parts availability.

They're worth it
If you can afford to do the chrome you should be able to afford the cartridges as well!
Take it from me they are a really good improvement over stock and worth the money (see my other posts regarding how good they are).
The labour to do the shocks in addition to the chrome forks would not be too much extra as you would have everything apart anyway, so you would only have to pony up for the cartridges.
If you can do it I would recommend them highly - they really improve the ride - almost eliminate fork dive under braking for example.

Yes
The cartridges make a HUGE difference to the ride - see my other posts on reviews of how much they changed my ride when I got them.
I really recommend you get them - they are GREAT!!!!
If you get them I guarantee you won't be disappointed.

Do the wheel bearings and see if chrome exchange has a chromed wheel you like and while your at it you could get chromed calipers also. The whole monty.
Edit again, You probably have spokes already, No need for a wheel.
